Celebrating over 30 years of a successful community-wide educational partnership

 

The Rochester NY community collaborated for over 30 years to develop, implement, improve, and innovate its early education quality improvement system known as Rochester Early Childhood Assessment Partnership (RECAP). The rigorous and user-friendly data partnership included educators, program providers, parents, researchers, and policymakers working together to document strengths and use actionable data to facilitate positive outcomes for tens of thousands of Rochester’s prekindergarten children.


The foundation of RECAP has been its partnership with educators to collect, analyze, report, and use data that contributes to high quality early education experiences for young children. Teachers made hundreds of individual decisions using their RECAP data to inform classroom practices, targeted instruction, and learning facilitation. Policymakers, stakeholders, and funders used RECAP results to inform numerous system-based decisions such as curriculum selection, professional development, educational materials and other program support.


RECAP provided precise feedback that was used to increase program quality.  Evidence of improvements and high levels of quality were documented annually.


RECAP measured children’s abilities and strengths while pinpointing practices to improve prekindergarten student outcomes.


RECAP and its education partners gathered critical information from parents about their experiences with pre-K programs. In turn, educators used parent responses to improve their own practices and strengthen family-school partnerships.
